  1. I can understand the need to be able to read basic Japanese for roadways, but not really the need for them to have a broader understanding of Japanese beyond that. Here in the States, a lot of these positions are held be foreigners who can't really speak the English but due to most signs in the States are Symbols, making it easier for non English speakers, they don't really have to.
